Tap Purchased if you have a family account, you may need to tap My Purchases to see a list of all the apps you've downloaded, both on and off of your current device. No, you should still be able to download older versions of apps, there was no change with iOS 8. However, not all developers will let you download older versions of their apps. The App requires iOS 7 so it won't let me download it from the App store. I tried getting the app on my computer then installing it on my synced device to get an older version but the message asking me if I want to install the older version never comes up.

It only says that I need iOS for the app to download.
